This product can be used outside but it is in no way weatherproof and must be completely protected from moisture and harsh environments.

Can you plug this into an outlet?

Yes, that's how it's used. You plug it right into a standard household wall outlet.

Can this be used with your lightning controller?

No, strobes are not good for use with any lightning controller. Lightning controllers bright and dim lights, strobes are blinky lights.
